They will carry out a project to deliver artwork to various locations in several areas near Chiang Rai, run by NGOs that support refugees and ethnic minorities, and engage in educational and welfare activities. They will also hold a group exhibition by five artists at Singakrai House in Chiang Rai.

Thailand Biennale Chiang Rai 2023 "Zomia in the Cloud" / bacilli
The following is from the Zomia in the Cloud website.
Production Zomia proposes projects that engage with the people and wildlife that have lived in the region bordering Thailand, Laos, and Myanmar. Over long periods, they have formed ecosystems and led fluid and vibrant lives, but in recent years, their territory has been encroached upon by state power and global economic development. As a result, the number of ethnic minorities and refugees forced to leave their homes and migrate to other regions is increasing year by year.
We believe that solidarity through acts of expression and artistic activities can liberate, affirm, and empower individuals, and we wish to share this message with those in difficult circumstances.
Therefore, we will create a platform for exhibition activities at various locations operated by NGOs in and around Chiang Rai and parts of Asia that are engaged in refugee support, ethnic minority support, education support, welfare activities, and more.
The project will be announced on the website, and organizations wishing to participate will be given access to the website. Participants can freely select works (paintings, photographs, videos, etc.) created by over 20 internationally active Asian artists and exhibit them free of charge in locations where they deem necessary. No gallery or dedicated exhibition facilities are required; schools, libraries, hospitals, community centers, or any other suitable location can be found, and the works can be installed, screened, or displayed there. In this way, art can connect with a different audience than the usual visitors—namely, people in oppressive and unequal situations who are in need of liberation and solidarity.
This is also a 20-year-later homage to "Utopia Station," a project launched in 2003 as a vision for a different society amidst the rise of new imperialism following 9/11.
At the same time, an art space in the city (Shingakurai House) will be used as a venue to exhibit newly commissioned works and pieces from the Aura Foundation for Contemporary Art.
